Can you use a VAT form for a car rental in Germany?

Yes, with one line that decides everything: the contract must not run longer than one month. Here is the official wording, the two forms, the 7-day grace period for new arrivals and what it means for a 30-day or a 6-month car.

In short: U.S. forces can use a VAT form (NF-1 up to €2,499.99, NF-2 from €2,500) for a car rental that does not exceed one month; leases and longer contracts are excluded. With a valid VAT form, SubYourCar's 30-day plan is priced VAT-free, from €1,033 - it is the 6-month monthly price minus the 19% VAT, with no short-term surcharge. Without a VAT form, 30 days costs the same figure as the monthly rate, gross, from €1,229. The 6-month plan includes VAT, from €1,229 a month. The deposit is three months' rent, due on site at handover.

The short answer

Yes, for a rental that does not run longer than one month. No, for anything longer. The USAG Bavaria VAT office lists rental cars among the purchases where the 19% German VAT can be removed with a tax-relief form, and the Wiesbaden VAT office names "Rental Cars" as a qualifying purchase. Both pages then draw the line in identical words: VAT forms "may not be used for any type of long-term contract such as utilities (electricity, water, natural gas, propane gas, cellular contracts, vehicle leases etc.) that exceed one month in duration."

So the length of the contract decides, not the kind of car and not how you pay. A one-month car can go on a VAT form. A six-month subscription, a lease or any contract that commits you for longer than a month cannot, even if it is billed monthly. The Kaiserslautern VAT office adds exactly that warning: monthly bills do not change a contract that stipulates a longer relationship.

NF-1 or NF-2: the price decides

  • NF-1 (unpriced form) for purchases up to €2,499.99 without VAT. USAG Bavaria lists the cost as $10 per form, valid for two years from issue.
  • NF-2 (priced form) for purchases of €2,500 and up. It costs $100, is valid for three months and is tied to a specific purchase.

One purchase may not be split across several NF-1 forms to stay under the limit; the IMCOM-Europe memorandum on the 7-day grace period states that a total of €2,500 or more from one vendor needs an NF-2. Households are limited in how many forms they can hold, so ask your VAT office how many you have open before you plan a car around one.

Who can use a VAT form

The Bavaria VAT office says Department of Defense personnel stationed in or TDY to Europe may be eligible, and states just as clearly that there is no direct individual entitlement to VAT relief. Eligibility runs through your status and your VAT office, not through the vendor. If you are a contractor, ask the VAT office about your specific status first: the official pages we checked do not settle it, and we will not guess.

Two rules from the 2018 army.mil guidance still catch people: the person whose name is on the VAT form must also be the person paying the vendor, and vendors are not required to accept VAT forms at all. Have the form in hand before you commit to the rental, and ask the vendor first.

The 7-day grace period after you land

One real exception exists for new arrivals. The IMCOM-Europe memorandum allows people in TDY or TLA travel status who rented a car on arrival, for example at the airport, to obtain a VAT form afterwards, but only within the first 7 days of arriving in Germany. After that, a form only covers purchases from its issue date forward, and the vendor still has to agree. If you landed this week and are paying VAT on a rental, go to the VAT office now.

What this means for a SubYourCar car

We built our two plans around that one-month line instead of pretending it is not there:

  • 30 days. With a valid VAT form the price is the monthly price of the 6-month plan minus the 19% VAT, so from €1,033 to €1,865 for 30 days depending on the car, VAT-free and with no surcharge for the short term. Without a VAT form, 30 days costs the same figure as the monthly rate, gross, so from €1,229 to €2,219. Every further 30 days is a new contract, and if you want it VAT-free, each one needs its own valid form.
  • 6 months, with the monthly price including 19% VAT, from €1,229 to €2,219 a month. A VAT form cannot be used on this plan, because the contract runs longer than one month.

The NF-1 limit is not a problem here: every one of our 30-day prices stays below the €2,500 line, the most expensive car included, so an NF-1 covers a 30-day rental with us and no NF-2 is needed. Check the exact 30-day price on the car page and confirm with your VAT office before you book.

Two things do not change with a VAT form: there is no down payment, and the deposit is three months' rent of the booked plan, due on site at handover, not paid online. You get the deposit back immediately at the return, as soon as the return report shows no damage. On the 30-day plan that means the 30-day price. Insurance, registration, maintenance, seasonal tyres and 3,000 km per 30 days stay included either way.

If you already know you want a car for three months or more, a chain of 30-day contracts is not the clean answer. The VAT office has the final word on how it sees repeated contracts, and the 6-month plan is the product made for longer stays. The honest comparison of options is in long-term car rental in Germany for U.S. military, and the timing math for the POV gap is in a car before your POV arrives.

Checklist before you book a 30-day car with a VAT form

  1. Confirm with your VAT office that your status qualifies. Every 30-day price of ours is under the €2,500 line, so the NF-1 is the form that fits.
  2. Get the form before you book, in the name of the person who will pay.
  3. Pick the car on the cars page and switch the price view to the VAT form mode to see the 30-day price.
  4. Bring the form, your USAREUR licence, your home licence and ID to the handover, plus the deposit of three months' rent. Pickup in Weiden is free. Delivery costs €399 within a 150 km radius of Weiden (straight-line distance). Farther away: pickup in Weiden, delivery on request.
