Long-term car rental for Grafenwöhr: 30 days or six months, everything in one price.

1. You arrive by bus, and in-processing runs seven days

Patriot Express passengers land at the Ramstein Gateway Reception Center and come on to Grafenwöhr by Sponsorship Bus. Military OneSource says it plainly: “You are required to take the free S-bus transportation to your new installation and report at the Central Processing Facility upon arrival,” and “USAG Bavaria operates on a seven day in-processing schedule.” On a commercial flight you report to the MPD desk on the second floor of Bldg 244 – the same building as ACS Relocation Readiness and the Personal Property office (Room 202, household goods and POV). 2. Nobody drives until the U.S. Forces licence is in their wallet

AEA Regulation 190-1 of 11 February 2025, paragraph 2-1a: personnel, family members and DOD privileged contractors “must have a U.S. Forces Certificate of License to drive in Germany”, and “holding a valid country license … does not meet this requirement”. It follows the driver, not the plate, so it applies to our car too – and to a car from a counter, which is the question we answer in does a rental car need a USAREUR licence? 3. Vehicle registration is on the third floor of Bldg 301

The Registry of Motor Vehicles moved up to the third floor of Bldg 301 in 2025 (USAG Bavaria, 18 June 2025). USAG Bavaria lists one office for “Tower Barracks/Rose Barracks”, in Bldg 301, Monday to Friday 8:00 to 10:45 and 12:00 to 14:45. Its update of 19 August 2026 offers “walk-in services Monday through Friday”, with the queue starting at 7 a.m.: on Monday, Tuesday, Thursday and Friday walk-in places are limited because the office also serves booked appointments, and Wednesday is a “dedicated Walk-In Wednesday with no scheduled appointments”. Plates follow the geographic location of your CMR box, so ask which office yours maps to before you set off (USAG Bavaria, vehicle registration, update of 19 August 2026, read 29 September 2026). That counter is for your car; ours arrive registered and taxed. Forms and fee: registering a vehicle at Grafenwoehr and Vilseck.

4. Your POV is released at the Grafenwoehr VPC

International Auto Logistics, the DoD’s POV shipping contractor, runs a vehicle processing center for Grafenwöhr, Monday to Friday, 8 a.m. to 4 p.m.; address and appointment are on their site. Collect within 21 days, and expect the line from their own brochure: “The Service Member is responsible for all vehicle registration, licensing, insurance, taxes and fees.” Cars shipped here can get same-day permanent plates under the garrison’s FASTTRACK programme. 5. The VAT office is Bldg 539, Room 129

Monday to Friday, 8 a.m. to 4 p.m., closed at weekends and on U.S. holidays. “Rental Cars” stand on the garrison’s own list of purchases where the 19% VAT can come off the price, an NF-1 covers up to €2,499.99, and the form has to exist before you order: “Processing tax-relief after an order was placed … is not authorized.” The programme is voluntary; German vendors need not accept a form. 6. If you would rather buy than rent

The garrison resale lot – the lemon lot – is in front of the former Arts & Crafts Center, B607; you sign up at the Automotive Skills Center, B528, the permit is “$30 per month”, and it is “for private vehicle sales only”. The drive. 21.9 km and 22 minutes to Tower Barracks, 20.3 km and 20 minutes to Gate 3 (routing engine without traffic, OSRM on OpenStreetMap data, measured 22 September 2026). We tell customers 25 to 30 minutes, because a run without traffic is a lower bound, not a promise. The Army’s own directions send you the way we drive it: off the A93 at Weiden-West, right onto the B 470, then county roads to main gate #3 – single carriageway, farm traffic, 50 km/h through the villages. Convoys. Armour uses the public approaches to the training area next door, and a convoy moves as one unit: do not cut into the middle of one, and add a few minutes in training season. Our own advice from driving this road, not a regulation.

German registration is in Neustadt, not in Grafenwöhr

Grafenwöhr belongs to Landkreis Neustadt an der Waldnaab, so the German office is the Kfz-Zulassungsstelle at Am Hohlweg 2, 92660 Neustadt an der Waldnaab, telephone +49 9602 79-3333, open Monday to Friday 07:30 to 12:00 and additionally Tuesday and Thursday 13:30 to 16:30, last entry 30 minutes before closing. Appointments are booked exclusively online at neustadt.flexappoint.de, urgent cases aside; the U.S. side is Bldg 301, above. Winter tyres are a condition, not a date

“October to Easter” is a rule of thumb, not the law: § 2 (3a) StVO requires winter tyres whenever there is black ice, packed snow, slush or frost, and names no dates. Since 1 October 2024 only tyres with the Alpine symbol count – M+S alone is no longer enough, and some U.S. Forces material still says otherwise. On our cars, legal tyres are our responsibility.

You do not need the green sticker here

Neither Grafenwöhr nor Vilseck nor Weiden appears in the Umweltbundesamt register of Germany’s 35 low-emission zones (last content change 26 August 2026). Our cars carry the green Umweltplakette anyway, so a city that has a zone never becomes a Saturday problem.

How long can you rent? Grafenwoehr in days, months and PCS terms

Two different things get typed as car rental Grafenwoehr: a car for a weekend while yours is in the shop, and the stretch between landing at Graf and your POV being released at the vehicle processing center. The first is a daily counter’s job and we are not it – our shortest term is 30 days. The second is ours.

Tower Barracks is 22 km from our pickup point in Weiden, our shortest run anywhere. Six months starts at €1,229 a month and 30 days with a VAT form at €1,033, VAT-free. Without a VAT form, 30 days costs the same figure as the monthly rate, gross. At €1,229 that is about €41 a day with fully comprehensive and partial cover (€1,500 deductible), road tax, registration, maintenance, seasonal tyres and 3,000 km a month already in it. You add fuel. There is no down payment, and the deposit is three months’ rent, due at handover in Weiden, not online.
