Where the office is and when it is open
The USAG Bavaria vehicle registration office for Tower Barracks (Grafenwoehr) and Rose Barracks (Vilseck) is in Tower Barracks BLDG 301, third floor. It moved there in 2025 as part of a push to get the summer PCS queue under control (USAG Bavaria, DVIDS, June 2025). USAG Bavaria lists one office for “Tower Barracks/Rose Barracks”, in Bldg 301, Monday to Friday 8:00 to 10:45 and 12:00 to 14:45. Its update of 19 August 2026 offers “walk-in services Monday through Friday”, with the queue starting at 7 a.m.: on Monday, Tuesday, Thursday and Friday walk-in places are limited because the office also serves booked appointments, and Wednesday is a “dedicated Walk-In Wednesday with no scheduled appointments”. Plates follow the geographic location of your CMR box, so ask which office yours maps to before you set off (USAG Bavaria, vehicle registration, update of 19 August 2026, read 29 September 2026).
Two things catch people every month. First, walk-in places are limited on Monday, Tuesday, Thursday and Friday, because the office also serves booked appointments on those days, and it says walk-in capacity “varies daily”. If you cannot get an online appointment, walk in anyway: any weekday works, and Wednesday is for walk-ins only. Come early, because the queue starts at 7 a.m. and people are served first come, first served. If you queue although you hold an appointment, the office asks you to cancel the appointment so someone else can use it. Second, the office closes at 12 p.m. on the last workday of the month for inventory. If your temporary plates run out on the 31st, do not plan to fix it on the 31st.
If you would rather write than queue, the office email is usarmy.bavaria.id-europe.mbx.vehicle-registration@army.mil.
How busy it really is
This is not a small office. In its June 2025 update the garrison reported 1,749 customers in April 2025 and 1,889 in May 2025, which works out to roughly 85 people a day. That is why the changes happened: the move to BLDG 301, more stations, and FASTTRACK plates issued through the Grafenwoehr Vehicle Processing Center so a freshly shipped POV can leave the VPC with plates the same day.
Vilseck: can you register at Rose Barracks?
Since 8 August 2023, plates are issued only for the location of your CMR mailbox (the CMR mailbox rule, army.mil). If your mail goes to Rose Barracks you are a Rose Barracks customer even when you stand in the Tower Barracks office. In practice most Vilseck soldiers still drive the 15 minutes to BLDG 301 because that is where the counter is. Ask the office which location your CMR maps to before you queue; it saves a second trip.
What to bring
The document list from MilitaryOneSource for USAG Bavaria. Missing one item means a second visit, so lay them out the night before:
- AE Form 190-1AA, the registration application, filled in.
- Stateside registration or title for the vehicle.
- Double white insurance card: the German-format proof of insurance your insurer issues for USAREUR registration. A U.S. insurance card is not enough. See car insurance in Germany for the military.
- USAREUR driver's licence. No licence, no registration. See the USAREUR licence test.
- ID card and, for a shipped POV, the DD Form 788 from the VPC.
- The inspection sheet. Inspection is a separate office from registration. You inspect first, then register.
- $45 for one year of registration.
Inspection is not registration
People search "grafenwoehr car inspection" and "grafenwoehr car registration" as if they were the same stop. They are not. The POV inspection checks the car (lights, tyres, no leaks, no tinted front windows, which are illegal here). Registration checks the paperwork. Do them in that order. A car that fails inspection cannot be registered, and a car with expired temp plates cannot legally drive to the inspection.
Temporary plates: 30 days, and what happens when they run out
AE Regulation 190-1, paragraph 3-7, says temporary registrations are "initially valid for 30 calendar days only". That first period cannot be extended. What you can get, on documented grounds, is a second set: you return the first set and show why, for example a failed inspection report or a signed memorandum from your supervisor. The same regulation caps this at twice per vehicle within 90 days, so it is a safety net and not a plan. Thirty days sounds like plenty until the inspection slot slips and the double white card takes a week to arrive. Start on day one.
Limits worth knowing
- Accompanied personnel may register up to three POVs, unaccompanied up to two (AE Regulation 190-1, paragraph 3-2).
- Registration is $45 per year (USAG Ansbach fee list; two years is $90). New cars under 10,000 miles can be registered for up to three years in one go.
- A first seatbelt violation is a seven-day licence suspension, per AE Regulation 190-1, paragraph 2-8. Germany does not do warnings.
Questions people ask
Do I need an appointment at the Grafenwoehr vehicle registration office?
No. Since its update of 19 August 2026, USAG Bavaria offers walk-in service at Tower Barracks Monday through Friday, with the queue starting at 7 a.m. On Monday, Tuesday, Thursday and Friday walk-in places are limited because the office also serves booked appointments; Wednesday is Walk-In Wednesday, with no scheduled appointments. You can also book an appointment online. The office is in Bldg 301, Monday to Friday 8:00 to 10:45 and 12:00 to 14:45.
What does USAREUR vehicle registration cost at Grafenwoehr?
$45 for one year. Payment methods change, so bring a card and cash. The USAREUR driver's licence, which you need first, costs $30.
Is the Grafenwoehr registration office open on the last day of the month?
Only until 12 p.m. The USAG Bavaria page says it closes at noon on the last workday of every month for inventory. Other garrisons are stricter, not the same: Stuttgart and Ansbach close for the whole last workday of the month.
Can I register my car at Rose Barracks in Vilseck?
Plates are issued for the location of your CMR mailbox, a rule in place since August 2023. Most Vilseck customers still use the Tower Barracks office in BLDG 301. Ask the office which location your CMR is assigned to.
Does a SubYourCar subscription car need USAREUR registration?
No. The car is registered to us in Weiden on German plates and insured by us. You drive it on your USAREUR licence and never visit the registration office for it. You still need the licence.

Insurance, German registration, road tax, maintenance and seasonal tyres are in one monthly number, with 3,000 km a month and a PCS clause. You still need your USAREUR licence, and a subscription is not cheaper than a €2,000 hoopty. What it removes is the waiting, the buying, the registering, the insuring and the reselling. Pickup in Weiden is free. Delivery costs €399 within a 150 km radius of Weiden (straight-line distance). More on your base: Grafenwoehr or all 12 locations.
