What the registration office needs
The USAG Bavaria document list on MilitaryOneSource names it directly: a double white insurance card. That is the German-format confirmation of third-party liability cover, issued for a USAREUR-registered vehicle. A U.S. insurance card, an app screenshot or a policy PDF will not be accepted. No card, no plates.
Who issues it
- USAA and GEICO both write overseas policies for USAREUR vehicles and issue the card. They are the default for most people because the policy carries over from the States.
- German and local agencies that specialise in the U.S. community also write USAREUR policies. The names that came up in our research are Milinsure, American Auto Nation and the IBS Hedges agency near Vilseck. We have no relationship with any of them and have not compared their prices; they are listed because people search for them.
How to get the card in the right order
- Before the car lands: get quotes. USAA and GEICO can quote from your existing account; local agencies quote by email.
- Bind the policy for the USAREUR vehicle with the VIN and your CMR address. Ask specifically for the double white card, not a certificate of insurance.
- Collect the card: some insurers post it, the local agencies hand it over the counter the same day. The Vilseck agency sits near Rose Barracks for exactly this reason.
- Registration office with the card, the inspection sheet, AE Form 190-1AA, title, ID and licence. See the Grafenwoehr registration guide.
If you buy a car from another SOFA member, do the insurance before the registration hand-over, because the office will not transfer plates without cover in the new owner's name.
Why the quote can double
A Kaiserslautern community site tells the story most newcomers repeat: the same driver, the same car, and a German-area quote roughly twice the stateside premium. The reasons are structural. Liability minimums in Germany are far higher than in most U.S. states, German repair costs are higher, and an American driving record counts for less with a new insurer. Get quotes from at least two of the providers above before the car lands, not after.
What "insurance included" means with us
Every SubYourCar car is insured by us as the registered owner, so there is no double white card for you to chase. The cover is fully comprehensive and partial cover (Vollkasko and Teilkasko) with a €1,500 deductible per claim. Your USAREUR licence is still required. If you cause damage, you pay the deductible and we handle the rest, including the German paperwork with the other party's insurer, which is the part that turns a fender-bender into a month of letters for people who own their car here.
Things that bite in year one
- Winter tyres. An accident on summer tyres in winter conditions can cost you part of the payout. Germany's rule is about conditions, not dates.
- Green sticker. Many German cities require an emissions sticker to enter the centre. It is not insurance, but the fine feels like one.
- The seatbelt suspension. A first seatbelt violation is a seven-day USAREUR licence suspension per AE Regulation 190-1, paragraph 2-8. Your insurer will ask.
Questions people ask
What is a double white insurance card?
The German-format proof of third-party liability cover that the USAREUR registration office requires. USAA, GEICO and specialised local agencies issue it for USAREUR-registered vehicles. A U.S. insurance card is not accepted.
Does USAA insure cars in Germany for the military?
Yes. USAA and GEICO both write overseas policies for USAREUR vehicles and issue the double white card. Get a quote before the car arrives; the premium can be well above your stateside rate.
Is insurance included in a SubYourCar subscription?
Yes. Fully comprehensive and partial cover with a €1,500 deductible per claim, arranged by us as the registered owner. You need a valid USAREUR licence.
Why is car insurance in Germany more expensive for Americans?
Higher liability minimums, higher repair costs and a driving record the new insurer cannot fully read. Community reports describe quotes roughly double the stateside premium.
