Monthly car rental for USAG Stuttgart: cars that are legal in the environmental zone.

Straight up: if your desk is on Patch Barracks, you may need us less than anyone else we serve. The bus stop "Kurmärker Kaserne" is about 372 m from the Patch main gate, and bus 84 reaches the S-Bahn at Stuttgart-Vaihingen in about 8 minutes. We're not going to hide that - it makes Patch the installation in our portfolio where arriving without a car works best.

In short: SubYourCar is a long-term car rental (a car subscription) for the U.S. military community at USAG Stuttgart (Patch Barracks, Panzer Kaserne). You take a car for six months or for 30 days, from €1,229 a month on the 6-month plan (30 days from €1,229 incl. VAT, or from €1,033 VAT-free with a VAT form), with insurance, registration, maintenance, seasonal tyres and 3,000 km a month included. There is no down payment; the deposit is three months' rent, due on site at handover, not online. You get the deposit back immediately at the return, as soon as the return report shows no damage. Pickup in Weiden, delivery on request.

But "Stuttgart" isn't one place. It's five installations, and only one of them is walkable. In-processing happens at Panzer Kaserne in Böblingen, which is a bus ride from the nearest Bahnhof. And this is the one garrison city we serve with an environmental zone and a diesel ban - which quietly changes what car you should even be driving. An insured car on our plates, six months at a time, or 30 days with your VAT form, handed back at the end of your term - or early at PCS.

The cars

Pick your car. From €1,229 a month, all-in.

For the Umweltzone and the S-Bahn gaps: three petrol cars with the green sticker, from a compact sedan to a four-door coupé with all-wheel drive. Insurance, registration, maintenance, seasonal tyres and 3,000 km a month are in the price. No setup fee. VAT forms accepted. You add fuel.

How it works from Stuttgart

Four steps, and the only one that needs your time is the handover.

  1. Book online

Pick your car, choose a start date at least three days out and upload your licence. Add your VAT form if you have one.

  2. We confirm by email

We confirm the date and the place. Pickup in Weiden is free; delivery this far is on request only, and we quote the price by email first.

  3. Pick up and drive

Bring your USAREUR licence and your home-country licence, sign, and pay the deposit of three months' rent on the spot. The car is registered, insured and taxed in our name.

  4. Hand it back

After six months, or after 30 days on the VAT-form plan, you hand the car back in Weiden. Nothing renews automatically; a new subscription with another car is always possible.

Know your Kaserne

"Stuttgart" is five different commutes.

Whether you need a car here depends almost entirely on which gate you badge through.

U.S. Army Garrison Stuttgart is spread across the metro area: Panzer Kaserne in Böblingen (garrison HQ and in/out-processing), Patch Barracks in Stuttgart-Vaihingen (EUCOM - since 1967), Kelley Barracks in Stuttgart-Möhringen (AFRICOM - stood up there in 2008), Robinson Barracks in Bad Cannstatt (mainly residential), and Stuttgart Army Airfield out at Filderstadt. More than 20,000 U.S. military members, federal civilians and family members live and work across those five - two combatant commands' worth of joint-service, civilian-heavy, high-tempo assignments.

That footprint is why generic advice fails here. The honest picture, installation by installation:

  • Patch: the bus stop "Kurmärker Kaserne" is about 372 m from the main gate and line 84 reaches the S-Bahn at Stuttgart-Vaihingen in about 8 minutes. The S-Bahn stations themselves are 1.4 to 2.1 km out, so this is a short bus ride, not a walk of a few minutes. Still the best link we've measured at any installation we serve. If you live near Patch and work on Patch, a car is a convenience, not a lifeline - and we'd rather tell you that than pretend otherwise.
  • Panzer: the nearest proper station is Böblingen Bahnhof, and it is not a walk - the stop "Böblingen, Panzerkaserne" is served by lines 725, 734, 708 and 704A, and bus 734 plus the S1 reaches Böblingen Bahnhof in about 12 minutes on a weekday. Goldberg is the nearest S-Bahn stop. And Panzer is where the garrison in-processes you and runs most of the appointments a new arrival has to make.
  • Kelley and Robinson: we couldn't verify a rail link for either at a source we trust, so we won't describe one. What we can say is that neither has anything like Patch's front-door S-Bahn.

So the real Stuttgart question isn't "is there transit?" - there is, and it's the best of any garrison we serve. It's that your household probably touches several of these installations in a normal week, plus commissary runs, plus a housing search that may land you out in Böblingen, Sindelfingen or the Filder villages where the S-Bahn doesn't go. That, and the weeks before your POV shows up, is what a monthly car is for here.

Getting the car to you: Weiden to Stuttgart is our shortest western run

Our depot is in Weiden, in the Oberpfalz: A93 south, A6 west past Nürnberg and Heilbronn, A81 south - about 307 km to the city, 320 km to Panzer. A routing engine calls it just over three hours in free flow; we plan on three and a half to four and a half, because the A6 Nürnberg–Heilbronn stretch is a heavy-freight corridor that's chronically under roadworks, and we'd rather quote you a window we can hit than a number we can't. Of the western garrisons we cover, this is the closest one to us, and delivery is on request.

Know before you go

What's actually true at Stuttgart.

At most bases we serve, the local trap is distance. At Stuttgart, it's regulation - an environmental zone, and a diesel ban on top of it. Wiesbaden is the only other garrison city on our map with a zone, and it has no diesel ban.

The Umweltzone and the diesel ban: the wrong car is illegal here

Most garrison towns we serve - Graf, Vilseck, Ansbach, the whole K-Town area - have no environmental zone at all. Wiesbaden has one (green sticker, no diesel ban). Stuttgart is the exception twice over:

  • The entire Stuttgart city area is a green-sticker Umweltzone, one of only three in Baden-Württemberg. No green Plakette, no driving in - and the fine applies even to a spotless modern car that simply doesn't have the sticker on the windscreen.
  • Diesels rated Euro 4 or worse are banned from the whole city, year-round, since January 2019 - even with a green sticker.
  • In the inner "kleine Umweltzone" - the Talkessel plus Bad Cannstatt, Feuerbach and Zuffenhausen - Euro 5 diesels are banned too, since July 2020. Effectively, that's Euro-6-or-petrol territory.

Now put that next to the garrison map. Robinson Barracks sits in Bad Cannstatt - inside the stricter zone. An older diesel bought cheap off a departing soldier may not legally be drivable to the installation where you live. And the city's own vehicle registration office is in Feuerbach, another inner-zone district - so the office that would register that diesel sits in a neighbourhood it can't legally enter.

Yes, you'll hear "nobody checks any more." Careful with that.

It's half true. Stuttgart issued 15,779 diesel-ban fines in 2023 and only 235 in 2024 - local reporting says the city has largely stopped checking. But the ban itself has not been lifted - we verified that in July 2026. Air readings at the Neckartor have been under the legal limit for four straight years and there's political pressure to scrap the rules, so this may change. Until the law changes, "rarely enforced" is not a defence, and a fine lands on whoever's driving.

Our Stuttgart fleet rule: petrol, or Euro 6 diesel. Nothing else.

Every car we send to the Stuttgart area is either petrol or a Euro 6 diesel, with the green sticker already on the glass - legal in the whole city including the inner zone, no homework required from you. As the Halter, compliant equipment is our liability, not yours.

Registration: two German authorities, and which one is "yours" depends on your address

The garrison straddles a city/county line, so if you buy a car here, the German office you'd deal with depends on where you live, not where you work:

  • Landratsamt Böblingen, Zulassungsstelle - for addresses in the Böblingen district, which covers the Panzer side. Appointment required.
  • Stadt Stuttgart, Kfz-Zulassungs- und Führerscheinstelle in Stuttgart-Feuerbach - for addresses in the city itself, which is the Patch / Kelley / Robinson side.

We're deliberately not printing street addresses for either: we could not confirm them at the primary source (both cities block automated reads), and we won't send you to a door we haven't verified. Check the official Böblingen and Stuttgart city pages on the day you book.

The U.S. Army vehicle registration office is Bldg 2930 on Panzer Kaserne - this one we can state, because it comes from the garrison's own page: Mon–Fri 07:45–12:00 and 13:00–15:30, closed over lunch, closed the last workday of every month and on U.S. federal holidays. An older Army page still circulates different hours; trust the garrison's current one. (Official page)

With a SubYourCar subscription you skip all three offices

The car is registered to us in Weiden on WEN plates and stays that way. You're not the Halter - no Zulassungsstelle appointment on either side of the city line, no Bldg 2930 queue, no deregistration when you PCS. You drive it and hand it back.

You still need a USAREUR licence - Stuttgart's own garrison says so

The licence requirement follows you, not the plate, and covers German-plated and rental vehicles - so it covers our cars. USAG Stuttgart's drivers-testing page is explicit that service members, civilians, contractors and family members under PCS orders need one, and its own advice is to carry your stateside licence, ID card and USAREUR licence together when driving. Both licences need to be in date - a valid USAREUR card with an expired stateside licence behind it is a documented trap.

Insurance is the easy part: our German third-party cover is by definition "in accordance with German law," which is exactly what the SOFA agreement requires.

Winter is the mild part of the year here - mostly

German winter-tyre law is situational, not seasonal: §2 Abs. 3a StVO requires winter tyres whenever there's ice, packed snow, slush or frost, with no dates in the statute at all - and since October 2024 only tyres with the Alpine symbol count, not M+S alone. Stuttgart's basin sees less snow than our Oberpfalz home turf, but the Filder plateau around the airfield and the Böblingen side sit higher and catch frost earlier than the Talkessel does. On our cars, winter tyres come fitted and included in the price, so you never buy or store a set; the rule in §2 Abs. 3a StVO itself applies to whoever is driving.

How long can you rent at USAG Stuttgart? By the month

Around Patch and Panzer, car rental Stuttgart mostly returns airport and Hauptbahnhof counters for daily hire. That is a different product from ours. We start at 30 days and stop at six months, which is the shape of a POV gap or a first tour without a car.

Every car we hand over carries the green sticker, so the Umweltzone and the diesel rules are not your problem. Six months starts at €1,229 a month and 30 days with a VAT form at €1,033, VAT-free. Without a VAT form, 30 days costs the same figure as the monthly rate, gross. At €1,229 that is about €41 a day with fully comprehensive and partial cover (€1,500 deductible), road tax, registration, maintenance, seasonal tyres and 3,000 km a month already in it. You add fuel. There is no down payment, and the deposit is three months’ rent, due at handover in Weiden, not online.

Prices and the full list are on the cars page; what a VAT form does to the bill is in our guide to using a VAT form for a car rental in Germany.

Stuttgart questions

Honestly - do I need a car at Stuttgart?

At Patch specifically: maybe not, and we'll say so out loud - the bus stop at the main gate is about 372 m away and line 84 reaches the S-Bahn at Vaihingen in roughly 8 minutes, which makes it the best-connected base we serve anywhere. At Panzer, Kelley, Robinson or the airfield, or living out in Böblingen or the Filder villages, the picture flips. And everyone, Patch included, faces the same gap between landing and having a legal car of their own - that's the weeks we exist for. More on the trade-offs in our Q&A.

Can I drive your car into the Stuttgart Umweltzone?

Yes - by design. Anything we send to Stuttgart is petrol or Euro 6 diesel with the green sticker fitted, which is legal in the whole city including the stricter inner zone around the Talkessel, Bad Cannstatt, Feuerbach and Zuffenhausen. It's the one area where we actively filter the fleet for you.

I was told the diesel ban isn't enforced any more. True?

Enforcement collapsed - from roughly 15,800 fines in 2023 to a couple of hundred in 2024 - but the ban is still law as of our July 2026 check, and there's no guarantee checks won't resume. We plan around the law, not around the mood of the enforcement office.

How fast can you get a car to me?

Pickup is in Weiden - 320.4 km to Panzer Kaserne and 315.9 km to Patch via the A6 and A81, which we plan as three and a half to four and a half hours depending on freight traffic. Delivery to Stuttgart is on request only: message us with your dates before you book, and we'll confirm by email whether we can do it and what it costs.

Do I have to register the car or deal with a Zulassungsstelle?

No. The car is ours, registered in Weiden on WEN plates. You never touch the Böblingen or Stuttgart offices or Bldg 2930, and when you PCS you hand back keys instead of deregistering anything.

Do I need a USAREUR licence for your car?

Yes. It follows the driver, not the plate, and explicitly covers German-plated and rental vehicles. Bring your USAREUR licence and your home-country licence - both in date.

I'm headed to Wiesbaden or K-Town instead. Same deal?

Same product, genuinely different local picture - Wiesbaden has its own green-sticker zone but no diesel ban, and the Kaiserslautern area has no zone at all. Each has its own page: Wiesbaden and Kaiserslautern.

Facts on this page were checked against USAG Stuttgart (home.army.mil), the Umweltbundesamt zone register, Baden-Württemberg ministry publications, Stuttgart press reporting on diesel-ban enforcement and gesetze-im-internet.de in July 2026. Where we couldn't verify something at the primary source - street addresses, the Kelley and Robinson rail links - we've said so rather than guess. Offices move and rules change; if something here is out of date, tell us and we'll fix it.
