Where and when
USAG Stuttgart's vehicle registration office is in Bldg 2930 on Panzer Kaserne in Böblingen. The garrison page lists Monday to Friday, 7:45 to noon and 1:00 to 3:30 p.m. It is closed the last workday of each month for inventory, the same rule as Grafenwoehr, Ansbach and Wiesbaden.
The rule that catches newcomers: on German public holidays the office is open for online appointments only, with no walk-in service. Germany has more public holidays than the U.S., Baden-Württemberg has more than most German states, and they do not line up with the American training holiday calendar. Check the German holiday list before you drive over. The office email is usarmy.stuttgart.id-europe.list.pmo-vehicle-registration@army.mil.
Fees and how long a registration lasts
- $45 per year per vehicle, $90 for two years, per the published USAREUR fee list.
- New cars under 10,000 miles can be registered for up to three years in one visit.
- Renewals can be done up to 75 days early, per the USAG Stuttgart vehicle registration page. Renewing early costs you nothing extra and avoids the month-end scramble.
Temporary plates
Temporary plates are valid for 30 days, and AE Regulation 190-1, paragraph 3-7 says that initial period cannot be extended. A second set can be issued on documented grounds, at most twice per vehicle in 90 days, so do not count on it. Inspection comes before registration, and the inspection slot is usually what eats the 30 days. Book it first.
What to bring
- AE Form 190-1AA, filled in.
- Stateside title or registration.
- Double white insurance card from a USAREUR-recognised insurer. See car insurance in Germany for the military.
- USAREUR driver's licence. The Stuttgart drivers testing station is in Bldg 2913, Room 301, also on Panzer. See the USAREUR licence test.
- ID card and DD Form 788 if the car was shipped.
- The passed inspection sheet.
Which barracks, which office
USAG Stuttgart is four installations: Patch Barracks (headquarters and most family housing), Panzer Kaserne (Böblingen, the Exchange, the registration and testing offices), Kelley Barracks (Möhringen) and Robinson Barracks (north of the city). There is one vehicle registration office for all four, on Panzer, which is why every search variant we saw, "usag stuttgart vehicle registration appointment", "stuttgart army vehicle registration hours", ends up at the same building. Patch to Panzer is about 15 minutes by car and considerably longer by bus, which is the first reason people want a car before they have a car.
Inspection first, then registration
A shipped POV or a car bought on the economy has to pass the POV inspection before the office will register it. Inspection checks lights, tyres, leaks, glass and window tint; front tint is illegal in Germany and fails outright. The inspection sheet goes into the registration folder. Booking the inspection is the step that most often eats the 30-day temporary plate, so book it the week the car lands, not the week the plate expires.
Fuel ration card
Once registered, you can get the fuel ration card at the Patch and Kelley Express stores and the Panzer Exchange. Without it you pay the German pump price, which is roughly double. The fuel ration hotline listed by Stripes Europe is 0800-1819945.
When you leave: plates go back
USAREUR plates are Army property. The USAG Stuttgart page says personnel departing on ETS or PCS "must surrender Stuttgart (S) or Boeblingen (BB) plates to vehicle registration before leaving the community". If the car is being shipped home, you do not simply cancel the registration: AE Regulation 190-1, paragraph 3-21 has you hand in the German plates and receive U.S. Forces shipping plates, valid for up to 90 days and issued no earlier than seven days before shipping, with the registration still valid for that period. We wrote up the whole exit process in selling or deregistering your car at PCS.
The lemon lot next door
The Panzer vehicle resale lot is in the Exchange parking lot, a few hundred metres from the registration office. Permits are $30 a month and you sign up at Speedy Lube, which is also in Bldg 2930. The rule that matters: vehicles on the lot must stay registered and insured for the whole permit period. More in the lemon lot guide.
Questions people ask
Do I need an appointment for vehicle registration at Panzer Kaserne?
On normal workdays walk-ins are accepted during opening hours. On German public holidays the office runs on online appointments only, with no walk-in service. Check the German holiday calendar for Baden-Württemberg, not the U.S. one.
How much is USAREUR vehicle registration in Stuttgart?
$45 per vehicle per year. New cars under 10,000 miles can be registered for up to three years at once. You can renew up to 75 days before expiry.
Where is the USAREUR drivers testing station in Stuttgart?
Bldg 2913, Room 301 on Panzer Kaserne, near the registration office. The test costs $30 by check, money order or card, and the JKO online certificate you bring must be less than 60 days old.
What happens to my USAREUR plates when I PCS?
You surrender them at the registration office before you leave the community. If the car is being shipped home, AE Regulation 190-1 paragraph 3-21 has you hand in the German plates and get U.S. Forces shipping plates instead, valid up to 90 days and issued no earlier than seven days before shipping.
