Grafenwoehr: Tower Barracks
The MWR auto resale lot is on Tower Barracks, Bldg 607. The current Grafenwoehr MWR auto resale lot page describes it as the parking lot in front of the former Bavaria Arts and Crafts Center; an older 2022 garrison article still says "next to the library", which is the same building. Permits are issued at the Auto Skills Center, Tower Barracks B528. The MWR page lists no opening hours, and the hours in that 2022 article (Wednesday to Friday 11:30 to 19:00, Saturday 9:00 to 16:00) are four years old, so check with MWR before you drive over.
Stuttgart: Panzer Kaserne
The Stuttgart vehicle resale lot is in the Panzer Exchange parking lot. A permit is $30 a month, and you sign up at Speedy Lube in Bldg 2930, the same building as vehicle registration. MWR's rule is the one to remember: vehicles must be registered and insured for the duration of the permit. A car with expired plates gets towed, not sold.
How a lot sale works
The seller buys a permit, parks the car with a sheet in the window (price, mileage, phone number, registration expiry), and buyers walk the rows. The permit proves the car is legally on the lot; it does not vouch for the car. Payment is between the two of you. Title, last inspection sheet and the registration hand-over then happen at the vehicle registration office, which is next door in Stuttgart and across post in Grafenwoehr. A seller with a flight on Friday will take less on Wednesday. That is the whole economics of the place.
Where the market really is
The physical lots are where the cars sit. The buying and selling happens in Facebook groups, and the group names are what people actually search for. The ones we found for Bavaria and Stuttgart:
- Military Car Sales, Grafenwohr, Vilseck, Hohenfels
- Military Car Market, Grafenwöhr, Vilseck and Hohenfels
- vilseck/grafenwohr Buy Sell Trade
- Military Car Sales, Stuttgart, Wiesbaden, Ansbach
MWR also runs vehicle auctions for abandoned cars, and sites like militarycarlot.com and resalelot.org list Stuttgart and Bavaria cars online. The on-post dealers (Military AutoSource at Graf, Vilseck, Hohenfels, Ansbach and Stuttgart) sell new cars tax-free; that is a different product with a different price.
What to check on a hoopty
A hoopty is the community word for the cheap German-spec beater that has passed through four PCS cycles. Before you pay:
- Plates and registration date. If the USAREUR registration expires next month, you inherit the inspection. If it has expired, you cannot legally drive it home.
- Inspection history. Ask for the last POV inspection sheet. Tinted front windows fail. Leaks fail. Bald tyres fail.
- Winter tyres. Germany requires them in winter conditions. A hoopty with summer tyres in October is a hoopty plus €400.
- Title and lien. A car with a stateside loan on it cannot be sold to you cleanly. Ask to see the title, not a photo of it.
- Who registers it. Selling between SOFA members is simple. Selling to a German involves customs and the German registration system. That matters on the way out too.
The resale problem, which is the real cost
Every seller on the lot has orders and a date. That is why prices are soft, and it is why you will be the one with soft prices in 24 months. The lemon lot is genuinely the cheapest way to own a car in Germany, and we will not pretend otherwise. A subscription is for the people who do not want to gamble on one, resell one at PCS, or handle an inspection failure in month eleven. We ran the numbers both ways in lemon lot vs. subscription.
Questions people ask
Where is the lemon lot at Grafenwoehr?
On Tower Barracks, Bldg 607. The MWR page describes it as the parking lot in front of the former Bavaria Arts and Crafts Center; an older garrison article calls the same spot 'next to the library'. Permits come from the Auto Skills Center in B528. MWR publishes no hours, so confirm before you drive over.
How much is a permit for the Panzer Kaserne resale lot?
$30 a month, signed up at Speedy Lube in Bldg 2930. The car must stay registered and insured for the whole permit period.
Can I sell a car with expired USAREUR plates on the lemon lot?
No. Both lots require valid registration and insurance while the car is on the lot. Renew first, or sell it from your driveway.
Is a lemon lot car cheaper than a car subscription?
Yes, almost always, if you have the time for inspection and registration and the stomach for reselling at PCS. A subscription costs more per month and removes those three jobs. Pick the one that fits your tour.

Or skip the whole thing: SubYourCar cars arrive registered and insured. From €1,229 a month.
Insurance, German registration, road tax, maintenance and seasonal tyres are in one monthly number, with 3,000 km a month and a PCS clause. You still need your USAREUR licence, and a subscription is not cheaper than a €2,000 hoopty. What it removes is the waiting, the buying, the registering, the insuring and the reselling. Pickup in Weiden is free. Delivery costs €399 within a 150 km radius of Weiden (straight-line distance). More on your base: Grafenwoehr or all 12 locations.
